None of the information in the president's briefing or the August reports involved the eventual Sept. 11 plot.

Apparently the Madrid bombers ran a little home appliance repair shop, the purpose of which was to pull electronic circuitry from common household appliances, which they then sent to Algeria to be used in bombmaking.

In other words, they can't order this stuff without attracting attention anymore, so they've found other routes of supply for it.
