Clinton didn't sign the order prohibiting assassinations against foreign leaders, it was done I believe under the Ford administration.
However, Osama is not a foreign leader of any country I know of and I still to this day do not accept that executive order as a reason to not have taken him out.

I thought I heard Rumsfeld or Powell yesterday make a comment about Clinton signing an order outlawing assasinations. Can anybody help on this?
