Well, you don't have to get snippy about it!

I wasn't going to answer, but "lights blazing at the White House" has long been a journalistic cue that big news was about to break. CNN's initial report on Saddam's capture included shots of the White House (all lights blazing) as an indication that the place was unusually active for such early hours.

If a story is breaking, WH officials would be called in. They'll be working to get confirmation AND/OR deciding who's going to make official announcements, etc. So it's not a stupid question.
