Analysis: Kerry looks beyond Osama

LOS ANGELES, Feb. 27 (UPI) -- John Kerry looked past the eventual day of reckoning for Osama bin Laden and pledged Friday to return diplomacy to U.S. foreign policy so that future terrorists will never have the chance to build up the type of global organization bin Laden was able to create.

Kerry said in a foreign-policy speech at UCLA that while bin Laden's days were numbered, the war on terrorism would not end with his capture or death, and the cooperation of foreign governments would be vital in ferreting out other violent anti-American extremists and their networks of financial supporters.

"Working with other countries in the 'War on Terror' is something we do for our sake -- not theirs," said Kerry, who is expected to win the lion's share of delegates in next week's Super Tuesday primaries. "We can't wipe out terrorist cells in places like Sweden, Canada, Spain, the Philippines or Italy just by dropping in Green Berets."

While the shadowy al-Qaida network remains the primary terrorist threat to the United States, Kerry told a packed house at UCLA that he worried that simmering anti-Americanism abroad set the stage for groups other than bin Laden's al Qaida to continue the jihad that was most dramatically marked by the attacks of Sept. 11, 2001.

Kerry quoted CIA Director George Tenet as saying: "They are not all creatures of bin Laden, and so their fate is not tied to his. They have autonomous leadership, they pick their own targets; they plan their own attacks."

Bin Laden was able to operate freely in Afghanistan prior to Sept. 11, 2001, thanks to the hospitality of the radical Taliban. But that safe haven ended when U.S.-led troops invaded Afghanistan and then moved on to Iraq in a campaign that further demonstrated to the world that putting out the welcome mat to terrorists was not a good idea.

Terrorists, however, are considered a generally stateless lot who will blend into immigrant communities around the world where they hunker down and await orders to strike at their unwitting hosts.

While direct U.S. military action might draw the most headlines, Kerry said Friday that some of the biggest anti-terrorism successes came in countries other than Iraq and Afghanistan.

"It was local law enforcement working with our intelligence services which caught Khalid Sheikh Mohammed and Ramsi Bin al Shibh in Pakistan and the murderer known as Hambali in Thailand," Kerry pointed out.

"Joining with local police forces didn't mean serving these terrorists with legal papers; it meant throwing them behind bars," he said. "None of the progress we have made would have been possible without cooperation -- and much more would be possible if we had a president who didn't alienate long-time friends and fuel anti-American anger around the world."

U.S. police and intelligence agencies already have close ties to their counterparts in many other nations when it comes to investigating and monitoring terrorism as well as drug trafficking and money laundering. At the same time, the U.S.-led invasion of Iraq without the United Nations' blessings put Washington at odds with long-standing allies such as Germany, Canada and France.

The successful overthrow of Iraqi leader Saddam Hussein gave Bush a spectacular political victory that the Democrats have no means of disputing in an election year despite the seemingly slow progress in rooting out the bombers responsible for continuing attacks on U.S. troops and the hard-pressed Iraqi security force.

It appears unlikely that there will be a rush of nations volunteering to put their own sons and daughters in harm's way in Iraq, but there remains cooperative sentiment for other U.S. goals such as cooling off the turmoil in the Middle East and keeping up the pressure on terrorists.

By predicting an imminent victory over al-Qaida, Kerry attempted to relegate the immediate post-Sept. 11 successes to the past and hold Bush's feet to the fire over his seeming "go-it-alone" strategy in the future phases of the war on terrorism.

"Allies give us more hands in the struggle, but no president would ever let them tie our hands and prevent us from doing what must be done," Kerry said. "As president, I will not wait for a green light from abroad when our safety is at stake. But I will not push away those who can and should share the burden."

Even Kerry did not completely rule out unilateral action against a terrorist threat, but his thrust Friday was that the future would not be like the immediate past when bin Laden and Taliban leader Mullah Omar were still free in the wake of Sept. 11 and offering U.S. military might with a target and President Bush with the political capital that comes with being a "war president" on the winning side.
