I'm not avoiding it at all, it's an excellent question and stands on it's own. How would things change? Can't tell you, I can't see into the future and neither can anyone else. At best all anyone can do is speculate. I'm not supporting Kerry nor will I.
But it does bring up an interesting thought. Would the house and senate with republican majorities be more or less likely to support the liberal agenda of a democrat or a republican? With what has been passed so far I think we already know what the answer is on the republican side the question then is would they be acting the same way with a democrat in the white house proposing the same things?

Having John Kerry as co-Commander in Chief with Kofi Annan is not an interesting thought, IMO. It is one devastating to the defense of the US.
