It came out of Congress because BUSH muscled the conservatives into it. Remember that 3 hour medicare vote? The bribe offered to Nick Smith?

NO Democrat would have gotten such an initiative through congress.

This one is coming out of the White house for next years' budget. This is not the increase from last fall.

Uh wrong ... There was BIPARTISAN MAJORITY SUPPORT FOR SOMETHING EVEN WORSE! (Democrats+ a few RINOs) ... but the House leadership had bottled it up, and the Democrats would rather have that as a campaign issue than compromise, so they didnt push it fully in 1999. After 2000, Bush as President held the high cards.

The Democrats wanted a version that would cost 2X.

Had Gore been elected, they would have:
(a) NOT PASSED TAX CUTS
(b) PASSED A MORE EXPENSIVE MEDICARE EXPANSION
