Hmmm, yes that was the thought at the time. However, knowing that anything done by the Clintoons was not waht it seemed. Perhaps the Wag the Dog Monica speculation was a diversion. What was the real purpose. We know it wasn't to save all those ethnic albanions from the ruthless serbs (sarcasm). Maybe it was to give muslims a greater foothold in that region.
