The ninth is a restraint on anyone who would attempt to enumerate rights. Particularly tyrants in power. Whatever level.To some, the 9th and 14th are the fountain of whatever you want them to be, not what they are.
Those folks are supporters of an overly strong central government and an enemy to freedom in my view.

Some things can't be undone once started, and to say otherwise just to get back at former lover is cruel to a child who may have formed a bond. It is far crueler to subject the child to almost certain molestation at the hands of her ex-lover and her ex-lover's "friends"
