I am assuming that if they do this without working out the details, such as something preventing MS from going to a judge and getting an order to reremove the tube, that the bill will be moot.

Probably to keep this thing from getting swatted down immediately like a fly. Felos is going to go after this full tilt and Greer is probably annoyed that he spent all that time -- 13 years -- sitting as judge upon it only to have THIS happen.

They are trying to come up with a piece of legislation that won't be struck down by the courts as being unconstitutional.
