Maybe with a message that reads "Cigarette taxes collected by the State of Maine would pay for XXX billboards like this one across the state."
Instead of the number of billboards, they should list the social programs funded by tobacco in the state of maine.
Something like:
If everyone quits smoking no state college scholarships would exist!
If it weren't for tobacco your property taxes would be $600 higher a year!
on and on.......
