What this article fails to state is that cigarettes are the "de facto" currency in prisons. Outlaw tobacco, ergo, no "money" circulates for bartering, etc.

Our state corrections department recently implemented this systemwide and is noticing a huge decrease in the amount of illegal drug use, etc.

I honestly thought prison puffing had been stopped quite a few years ago in Kalifornia.....it sure has in L.A. County's jail system. Many of the "uprisings" at Pitchess are attributed (off the record, of course) to the lack of smoking being allowed.
