I'm not sure the size of the bureaucracy is the most relevant issue on this one. If bureaucrats increase the odds of saving innocent lives, some might argue that they are worth the money. I suppose it depends on how many dollars you attribute to each life.
On a more serious note, it doesn't. Congress has already authorized 37 billion for HS. Money will be spent and there is no better way for the government to spend its money than in defense of its citizens, eh?
The current organizational tree vis a vis? homeland defense resembles a tree that has been cut in half with the remaining tree growing for another twenty years. An ugly sight.
