Give up already. It has been an year and a half that Bush has been the President. He has had ample time to deal with incompetence in his adminstration. If these are bureaucrats from the old adminstration then how are they still working even after this report comes out. The fact is, Bush likes his ratings and wants to "popular," and not necessarily correct.
