The governor is a Democrat; the legislature are democrat. What, do you think, is the hold up? I mean, other than holding up taxpayers as one would hold up a bank?

It's simple. The bank is empty. They need to figure out how to get the bank to borrow more money so that they can rob it again.

The Federal Bankruptcy Court ( has decision powers with regard to PG & E and their Revenues) which are needed for the much anticipated Davis Power Bonds --estimated to be 12 to 20 Billion Dollars .
