Our immigration laws are broken and need fixing. It's bad enough that immigration laws have long incited employment discrimination; when it also becomes clear that the INS is being used to suppress wages, encourage unsafe working conditions, and undermine union organizing, something is very wrong. Immigration enforcement was supposed to be a shield defending labor rights; instead, it has become a sword used by unethical employers to undercut the rights of all workers.
What is General Amnesty?
* A General Amnesty will give undocumented workers who are physically present in the United States the ability to apply for lawful permanent resident status.
* Undocumented workers must meet the following conditions: 1. The person must be of good moral character. 2. The person has not been convicted of a criminal offense. 3. Be continuously present in the United States for a period beginning when the bill is signed into law.
Why do we need General Amnesty?
The Amnesty proposal that this Coalition proposes seeks to obtain Permanent Residency for all workers, of all nationalities, who are in the country by the time the President of the United States signs the Amnesty Act. With this measure, and after Amnesty is approved, there would be a minimum of workers who would suffer the consequences of working as undocumented immigrants, exposed to the black market of false documents and the exploitation of employers.
With the signing of the Act, workers would have two and a half years to prove that they have resided permanently in the United States. This proposal includes the possibility for family reunification, so that those soliciting Permanent Residency, would also be able to solicit their children, wives, and husbands who have had to wait for them in their respective countries.
A stage of dialogue with Congressmen and Senators was marked publicly on July 20th with a Press Conference in the gardens of the Capitol, where Illinois Congressman Luis Gutiérrez was the host, and in which also participating were Terrence O'Sullivan, Presidente of LIUNA (Laborers'International Union of North America); Oscar Sánchez, representative of the Executive Council of the AFL-CIO, and Executive Director of the LCLAA (Labor Council for Latin American Advancement); Raúl Yzaguirre, presidente of the NCLR (National Council of la Raza), New York State Congressman Joseph Crowley; Baldemar Velasquez, president of FLOC (Farm Labor Organizing Committee), and many others.
This date marks the beginning of a new stage of hard work initiated by this coalition that was created in April of 1999 and has grown daily so that it now involves more than 200 organizations, unions, and churches that presented their struggle publicly in a march to Washington, DC composed of 15,000 immigrants on October 16, 1999, and that mobilized nearly 30,000 immigrants on May 1st in 18 states, to re-establish International Labor Day, to fortify their organization by state, and place their demand. Now it has as its goal to hand over to Congress a million signatures in September, and mobilize regionally some 100,000 people on October 14 in 6 important cities of the country, united with international organizations.
