The Florida Tobacco Pilot Program was created in 1998 with funds derived from Florida’s share of the tobacco settlement. The program began with a summit conference of 600 teenagers, who, according to Florida health official Carlea Bauman, were "locked up for four days with all the information we had about tobacco."
