There's the solution. Build roads. There aren't enough roads.

One of the ways Japan tried to get out of it's interminable recession was to pour concrete. Meaning public works. A lot of it. Many irrigation ditches there are now concrete lined. (Not joking)

 Pour concrete, build roads, pave over everything!
