No, it should not. The Administration needs to prepare public opinion, so that people know what's going to happen and why. They also need to build such support as they can from other countries, and that is best done by presenting a solid case.
Besides, this isn't rocket science. Everyone knows Iraq is on Bush's "to do" list -- nor could the necessary military preparations be hidden. Saddam would know it was coming, whether it was reported in the media or not.
Art of War. Soddom Hisson's fear [Combined with the awful paranoia that comes FRee with his advanced Terminal Alcoholism] must have pretty much rendered him FRantic by now.
His ability to plan, strategise and operate was never a stength -- and must now be a liability -- and his insane, drunken -- and FRequently murderous -- rages are legendary. Any day now one of his "aids" [Slaves, more like it -- or hostages] will just shoot the bastard -- and his obscene spawn -- and put us all out of our misery!
Or he'll pull a Jimi -- and drown in his own vomit!]
It's being announced and firmly reaffirmed by the Bush Adminstration for the benifit of the quislings, hand-wringers and appeasers in Europe, Asia and the Middle East who have been expressing alarm or resistance to our rhetoric on Iraq. IOW it is necessary to let them know that we are going to go ahead with this, so get with the program or get out of the way. It is also useful to give them some time to get used to the idea.
