Just when did our Congress declare war?

Or does the Constitution mean nothing to you?

Oh here's another one out to bash our president. There's a war on because the President said there's a war on, or did you miss all those daisy cutters and Northern Alliance guys fighting for our freedom? P.S. The Constitution says that the President is the commander in chief of the armed forces or did you miss that part?
