I would think that if the mailer's supply were very limited, it would have been used in a more "effective" way...something that would get more of it airborne? Who made money/will make money due to the mailings?

No, imnho, if a germ-expert braniac malcontent was the mailer his own arrogance would trip him up. From Jack the Ripper to Teddy K. (Kaczynski), a sucessful bit of terror raises the blood-lust for more. (Actually the "intellectual" hubris more than the blood-lust, but who cares ... the compulsion to try again becomes overwhelming.)
