We stop it by promoting civil defence at home, by going after the training camps abroad, among other things so we can keep finding documents that reveal their plans, we paralyze their funding network, and we terminate regimes that sponsor and encourage them. Like the man said the other night. It can't be done in one fell swoop - it's going to take a long patient relentless effort. Very likely they will hit us at home again, maybe more than once, but if we keep up the pressure we'll be able to interrupt the vast majority of their attempts and protect the most disastrous targets.
