Well, if that is true, it would be a big problem. You are saying that Utah is a "theocracy", which (I assume) means among other things that democracy doesn't exist, that Utah's government is appointed by the Mormon church, and that non-Mormons are imprisoned, persecuted, and/or forcibly converted.
If this is true, there needs to be federal action. Let me know.
