They are the signal flags for the letters "B" and "S."

They are international signal flags. The red one is the "Bravo" flag. It stands for the letter "B". The white and blue one is the "Sierra" flag. It stands for the letter "S". When they are hoisted together, it is what the Navy calls "raising the bullsh!t flag."
