Several investigators pointed out that Nichols had spent time in the Philippines and met members of Abu Sayyaf, an Islamic group connected to Bin Laden. Suggestions that the two bombers had been manipulated by an Arab terror cell were rejected by the FBI, but are still a source of speculation in America.

One cannot leave out the possibility that the cops wanted to make an arrest, ANY arrest, and that once they have made the arrest, their interest slackens. Also McVeigh--the old-American boy-- was a much safer arrest than a middle-eastern type. The last thing that the Clinton Administration wanted were suspects with obvious ties to the Middle East.
