I also see the medical supplies as being a possible method, but I only see ths being viable if the individual(s) doing this actually work in a medical supply company, where they could tamper with the products prior to their sterilied packaging... medical supply packaging is a pretty regulated process, but I suppose it COULD be done if it was an "inside" job...

What about someone working in the shipping dept.? If they made the Washington letters, they may have also left some on the packeages they handeled at work after they mailed the letters.

Another point to note: one of the men being investigated in NJ worked at a newsstand in NYC. I think he managed it.
