To clarify, that question was actually asked of General Franks (about whether he was directing the list of targets, in other words, is he telling them when and where to bomb), specifically referring to potential targets on the Highway of Death II, between Kabul & Kandahar, whereupon Rummy stepped forward over the General to make it clear we were there to bomb ;)
