Yeah, I remember that. That marketing firm was in Arlington, Texas I believe - just down the road a ways from me here in the Dallas area. I will bookmark it. However, I think the "count every vote" thing is FINALLY a dead issue - especially now that Bush is entrenched in the war effort and his ratings are so high. Even the blacks that HEAVILY voted against him have given much support now. I could be wrong about the re-emergence of the "count every vote" thing - I HOPE not, though! ;-)

If it's the truth, it's not propaganda - and Peggy Noonan is a truth teller

In this piece, she is not citing truths, she's fantasizing about "presentiments" and "hunches" and destiny. It borders on hagiography, and I would classify mythmaking closer to propaganda than truth telling. Apparently the task at hand isn't imperative enough for her. She wants to somehow spiritualize it, she wants to create a national legend about how George Bush was predestined to be in this role at this particular time. She is either a propagandist or just plain goofy.
