It's a relatively old (wrt September 11) urban legend. Dunno what it's doing still making the rounds.

That's not to say that this "Office of the Presidential Prayer Team" isn't completely fabricated -- the website indicates that something by that name exists -- but there isn't any actual office of such in the US government.

This is a quote from the Urban Legend website:

...in mid-October, the Presidential Prayer Team placed a disclaimer on its site stating that it "is an independent, nonprofit, non-partisan effort designed to encourage a national outpouring of daily prayer for the President" and that it "was not formed by an agency of the government, nor does it receive funding from the government."

Doesn't sound too bad to me.

I belong to that Presidential prayer team. It's legit. They send you a weekly prayer request from the President, scripture reading, etc. I think I got it from CBN.ORG but can't really remember. Try http://www.presidentialprayer team.org/register.asp to register for it. "This week's prayer focus is on key leaders who advise and assist the President, particularly VP Cheney. Pray for his continued health and safety. Also pray for Attorney General, John Ascroft, and Secretary of Homeland Security, Thomas Ridge, as they battle new terrorist threats"... It's a good way to pray for our nation in a focussed way.
