New laws: Davis agrees to an equal rate for noncitizens at state schools, excluding the UC system. He also approves limits on unscrupulous lending practices.

SACRAMENTO -- Gov. Gray Davis Thursday signed legislation allowing undocumented immigrants who are longtime residents and California high school graduates to pay the same tuition at state colleges as other residents.

A legislative analysis of the measure calculated that an additional 500 to 1,500 students may enroll at universities under terms of the bill. The cost to the state would be fairly small because the students may not be eligible for state aid.

Leave it to the LA Times to try to minimize the impact of what is in fact a monumental outrage. The real number of illegals taking advantage of this will more likely be ten times the stated estimates, and since the state subsidizes the university system, the fact that they "may" not be eligible for state aid (which means they will) doesn't mean they won't cost the taxpayers plenty.
