No I have been able to vote every hour since I got up this morning. It is something else. Try rebooting if you are willing, pinging Nick for ideas...

Hi! I'm on dial up and all I have to do is disconnect, then log back onto my ISP and vote again. Granted, it takes a few minutes every time, but it's worth it.

If you are on a high speed cable connection, you probably have a static IP (but I don't really know!). I think some broadband users can change their IP somehow??

Anyway, that's how they're tracking votes. If you can change your IP, you can vote again!
