Yes, with a tragic death hanging over them, they chose to walk past the grave of Bishop Castro de Mayer and embrace that which they knew was flawed. They allowed the good to overwhelm the perfect. In my opinion, they play a vital role in God's plan for the renewal of His Church, they led the way, they showed that Rome accepts every Sacrament as valid in the SSPX. They also are showing the SSPX that Rome is still Rome. The tragedy of 1988 is about to be a sad little footnote in the history of the Church. No one can doubt that the Church today, as it has been every day since Our Lord founded it, has flaws in it's hierarchy. Those who pursue sanctity with zeal (Saint Joan of Arc, Saint Athanasius, Saint Rose of Lima, Saint Catherine of Sienna, and so many others) often are not seen as favored by the flawed hierarchs. So be it. God recognizes His own. God's will, not ours will prevail. Glory be to God.
