Rome didnt concede that they were as Catholic as any structure in side the Church. Rome welcomed them home, and after welcoming them home, they were then as Catholic as any structure inside the Church because they themselves were inside the Church.
You cannot say the same thing for the SSPX, following as it does excommunicated Bishops.
