Obviously it did not work and the reason it did not work is because the real instigators of this debacle are not Iraeli or Palestinian.
When Iran, Iraq, Syria, and others saw the possible end to the conflict they asked their puppet, (Arafat) to refuse the deal! The true fact is that this conflict brings them attention and money, It brings them new warriors to fight in the name of Alah agaist the infidels. It brings them a external sponge that they can direct their own peoples hate toward so that it won't be directed at themselves.
This thing must be handled in it's totality. That is what we are attempting to do.
To reduce this to "tit for tat", is just plain stupid. Worse than that, we have been there and done that before.
