ARTICLE 4. Dioceses/eparchies are to report an allegation of sexual abuse of a person who is a minor to the public authorities. Dioceses/eparchies are to comply with all applicable civil laws with respect to the reporting of allegations of sexual abuse of minors to civil authorities and cooperate in their investigation in accord with the law of the jurisdiction in question.
Dioceses/eparchies are to cooperate with public authorities about reporting cases even when the person is no longer a minor.
In every instance, dioceses/eparchies are to advise victims of their right to make a report to public authorities and support this right.
Great start. Now get rid of Crimen Sollicitationis which is still in effect and supersedes in authority and intent any “pamphlet” from U.S. bishops offering “suggestions.”
Instead, these documents continue to portray the pedophilia at the heart of the RCC as being simply isolated cases in isolated places, rather than a widespread, ongoing criminal enterprise.
All talk. And nothing changes. And Crimen Sollicitationis still inhibits the victims from going to the police under penalty of excommunication.

This is all well and good but ‘acting on this’ remains a huge factor as it requires the will of one to act accordingly. Many will continue to protect both the leadership and those involved.
Rather like the laws of our land and we see these consistantly fought against, resisted, and twisted to the point that the letter of law is lost....and the guilty go free.
