You would think RC parents would raise up and demand these changes be implemented; that police be notified of pederast priests; amd that there be some kind of enforcement mechanisms in place. I've wondered about this and the only explanation that seems plausible to me is this inaction happens because this is a feminized culture that neuters masculinity.
