But no one in the West ever suggested that either East or West were violating the canon 20 That's because the issue of kneeling during prayer is not an East-West, but rather a Church-North American Catholic bishops' issue. The Catholics throughout the world stand during all prayers, but not in the US, because American bishops, just like those in Toledo in the 6th century, decided to overrule the Ecumenical Council and give primacy to local custom and personal interpretation.

There is nothing to overrule, the North American Church is in compliance with the Canon 20 as written.
