To say something outloud which you do not believe is to lie. Lying is most clearly forbidden by God.

All lying is not forbidden by God anymore than all killing is not forbidden by God. Many lives were spared during the holocaust as a result of lying.

Actually, killing is not forbidden by God at all. Murder is.

All lying is forbidden by God. However the seriousness of such an action can be mitigated by certain circumstances such as fear.

It is true that many were saved during the holocaust as a result of lies. However it is interesting to note that Corrie Ten Boom (I think that is her name) in her story "The Hiding Place" never once lied about the Jews she was hiding or the things she was smuggling. She made a point to put her trust in the Lord, believing that He would protect her, those she was helping, while preventing her from dishonesty. There are accounts in her story that can only be considered Divine Intervention.
