Yes, it is puzzling but I believe the key in this is in the terms "independent" and "non-Anglican" churches. Why a truly non-Anglican church would want to affiliate is not easy to see, but if an "independent" church was formed by breakaways in a liberal diocese, then they might want to re-affiliate elsewhere.

This seems to be a smaller image of what's happening in the Anglican Communion, with churches leaving their geographical root (ECUSA, Aussie liberal dioceses) and re-affiliating elsewhere (Uganda etc., Sydney).
