I fear that some bishops welcome a shortage of priests.

And not a few bishops are actively trying to discourage men (at least normal men) from entering the priesthood. All you have to do is take a hard look at Albany, Rochester, LA, Cleveland and similar places to get that idea.

As far as I'm concerned, fostering true vocations is one of the #1 measures of a successful bishop. Any bishop that has a demonstrable track record of failing to attract true vocations to the priesthood over a period of 10 years should resign his office in disgrace.
