I will posit another explanation....the Bisphop has been celebrating the Euchatrist, but because of a severe drop in attendance whenever and where ever he appears, he has of neccessity had to consume copious amounts of undrunk communion wine. Over the last few months, he has, in effect, been in a near perpetual state of BLOTTO...and it has obviously impaired his judgement...
