No, I think he's referring in particular to those who've come from outside the liturgical church to the smaller of the Continuing churches: "they are also attracting more and more people from other denominations who are being drawn to liturgy and orthodoxy, perhaps without yet understanding why." The difference between "priest" and "pastor" may be lost on them.
Some in our parish have come from non-liturgical churches (although we're not one of the "smaller Continuing churches").
