I think your detailed reading is correct.

I am also a weasel-word specialist (lawyer) and they are clearly bobbing and weaving to avoid committing to the essence of what they were asked to do. They do pray that they may be forgiven . . . but for what? They've muddied the water so much higher up the document that it's entirely unclear.

So what's next? Does the rest of the Anglican Communion read this document for what it really says and go ahead and censure ECUSA? Interestingly, I have been told (Yes, it's only hearsay, judge ;-) but from a reliable source.) that my Bishop would actually repent of his vote to consecrate if the world-wide primates voted to kick out the ECUSA. In the meantime he is a staunch and crusading revisionist, but that was interesting to hear.
