Can you provide a source please? My search shows no results for "imperfect people" or even the word "imperfect" in the Authorized King James Bible.

I think he is referring to Leviticus 21 were it gives rules for the priests. Those who were deformed of the High Priest's family were not allowed to go into the Holy of Holies
