That is a blatant lie. I think it was Sen. Allard who clarified that point during the Armed Services Committee hearing on Tues. that approx. $79B was already included in the budget for this supplimental. I searched the committee site for the transcript, but it isn't posted yet. If anyone knows of an alternate site for such a recent transcript, if provided, I will search for the relevant testimony.
