I thought Russia was certain to ratify the treaty.

This kills off the Kyoto treaty completely.

This will drive Western Europe crazy!

PS: The US had an unusualy cold summer this year.

So Russia and Georgia...last year sub tropic Georgia have worst winter in 70 years...and same type summer.

The US had an unusualy cold summer this year.

That was a result of global warming you know. Global warming has contributed to excess evaporation of oceanic surface water, which causes more clouds, which reflect more light and shade the surface, and therefore results in a cooler summer. See! It's global warming's fault. It always is. No matter what the observation is.
