The speech is the first step in an effort to jump-start the Schwarzenegger campaign (search), which aides concede has failed to maintain momentum in the four weeks since the international film star announced his bid on "The Tonight Show With Jay Leno." Maybe if Schwarzenegger wasn't ducking tonight's debate, that would also help... LOL
