The problem is that the Dems ( and the Reps ) do not take mass transit seriously and use it as a way to funnel funds to their buddies pet projects.
There is simply not enough space left in the urbanized areas of California to build the size highways that would be needed to move the traffic in 20 years.
There is simply no other option.
The best example we have is New York, which simply could not survive without their transit system moving hundreds of thousands of passengers a day.
It works, and it's worked well for a hundred years - when will California learn ?
