Is the recall of the governor or of Davis? If so, could Bustamante be on the second ballot if he were to become Governor?

Its of Davis. If Bustamante wins, he becomes Governor and names his own replacement for his old job. If he loses, he remains on as Lt. Governor for the remainder of his term.
