Liberals have destroyed California. It will take a hard-line conservative to mount a serious attempt to fix it.

Then California will stay destroyed, because those hard-line conservatives can't get elected. Even IF (and it's a big IF) they manage to get some traction, the rest of the "base" and the "grass roots," PO'd that THEIR favorites didn't get the nod, will trash the nominee for any sins, real or imagined, deliberately split or supress the conservative vote, and elect another liberal.

Unless someone has the gall to campaign as Arnold is now and then do an about face and throw down the hard line once in office. If that's what he's really doing, he's a genius.
