I just got off the phone with the Bryant Park Restoration Committee to encourage them to continue the hawk program, which has been doing a super job all over the city getting rid of the vermin. The woman was very happy to hear from me, saying that they had been receiving numerous calls all day from pet owners
against the program.
Folks, this situation could use some freeping. Please call or e-mail the committee (e-mail would probably be better in this case, as the phone over there seems to be ringing off the hook) and encourage them to continue the program. You can contact the committee as follows:

They sound like they don't need hawks; they need cats. Big mean 25 pound tom cats.

I think you're right about keeping the hawks. I think this whole incident could have been prevented if the owner had stayed nearer to the dog. If a dog is tied outside, he is helpless to flee. This isn't a problem in his own yard, maybe, but in the park, it could just as easily have been a much larger dog that came up and attacked that chihuahua.
